Question about splitting h2o into it's base elements?

One can split h2o into hydrogen and oxygen by running DC current through 2 conductors placed in the water. Is there a minimum voltage this works with or is it any voltage and the higher the voltage the faster it splits? Or is it the amperage that’s splitting it so higher amperage would split it faster?
