XFX Radeon 4650 agp shows random lines on the screen(new video card).?

that card should work just fine for that computer. make sure your monitor connection to the video card is not loose. Make sure the card is in the slot all the way. If none of those work I would give XfX a call about getting a replacement. Make sure your power cable to the card is on good as well.
